When I first received a tract from the Shepherd's Rod, I checked them out, not knowing anything, having only been in the church for a couple years. I asked about their outreach programs, and they said they had none, but their focus was only on the SDA church, because Jesus said: "Go not into the way of the Gentiles, and into [any] city of the Samaritans enter ye not: But go rather to the lost sheep of the house of Israel.", (Matt. 10:5,6).
I knew right away this was wrong. In order to reach in, you have to be reaching out. By doing so, you can get church members into working for the lost. This has great redemptive value. Sure, the Apostles went to Israel first, but that was only for 3.5 years, not 100 years. Since Israel had the oracles of God, there would be more per capita who would receive the Word of God. They would have gathered forces to help take the Gospel to the gentiles.
