Is there anything wrong with sexual touches within a relationship before marriage (but sexual intercourse do not take place)?

A big NO

but I am asking you kindly to justify your answer using the bible. 

If I had said yes would you have asked me to justify my answer?

Have a look at Matt.5:27,28.

Ye have heard that it was said by them of old time, Thou shalt not commit adultery:
But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart.

Jesus gives the principle that sin originates in the mind and that the act is the result of what originates in the mind. So, the sexual touching is a result of the lust that is in the mind. What you are asking is, to be honest, how far can I go before I have crossed the line to commit sin? But the sin has already been conceived in the mind. The fornication has already been conceived in the mind and it then becomes a question of trying to pander to lust whilst excusing the lust by saying well at least I haven't done "it".

I understand that this may be an academic question but you must remember that Jesus gave principles which one can then apply to everyday life.

Lastly, 1 Thessalonians 5:22,  Abstain from all appearance of evil.

You are asking whether it's ok to do things only married people should do. This reminds me of a documentary I saw on BBC about virgin Muslim girls who were engaging in alternative sex to protect or keep their virginity.

Why would you want to engage in such activities if you are not married? For pleasure.

I could come up with many bible verses and quotes from the SOP against such practices but would you axacce them. 

Did you know that kissing is also forbidden?

I would have to say yes and no to your question.  So, let me get to the no part first. As human being we gravitate toward physical touching, it is one way we show our affection for one another. Here you say sexual touches within a relationship before marriage. Not exactly sure what you mean, but I can use my imagination and experience to say this too is sexual intercourse.

The reason I say no is the sex drive is influenced by biological, psychological and social factors. And as a human being we are inclined to act upon these, it’s totally normal.

The yes part of my answer is this. As a Christian we are called to live our live on a higher plane; this is not easy. In the book of Galatians, the apostle Paul says a few things;

GOD'S WORD® Translation

Let me explain further. Live your life as your spiritual nature directs you. Then you will never follow through on what your corrupt nature wants.

This doesn’t mean that one will never have a desire for sex, God provides a means for this as 1 Corinthians 7:9 points out.

But if you don't have enough self-control, then go ahead and get married. After all, it is better to marry than to burn with desire.
